a former foster child, I am inclined to see the Irtish child care service as being tied up with red ^Pe. But fortunately, there are many people in he service itself who are trying desperately to cut l^'s red tape and to pioneer child care with a 'new ??k', similar to the methods already being used successfully in The Netherlands and Denmark, both these countries, the most outstanding ^aiity seems to be their ability to deal with each h'ld as an individual. One of the most important developments in Holland are the specialised children's judges and district attorneys for children's cases. The Dutch feel strongly that without this specialised administration, their methods would not have been so successful considering the qualifications and training required to become a social worker, it would seem that those who make the final decisions?the judges, should be equally, if not more specialised than anyone, since the whole future of the child, and those concerned with it, is balanced on their verdict.
